Your Three Minutes Are Up...
Is three minutes really enough to address concerns regarding a project such as the Cabrillo Business Park to the Goleta City Council? Staff and the applicant have more than three minutes to represent their cases to Council, however, the public is limited to three minutes (usually) when there are enough people that want to speak on the subject.
So, is three minutes really enough?

Three days to review a several hundred page document and three minutes to communicate concerns to the council. Neither time is enough for the public to respond. Maybe the council isn't interested in hearing from the public. Maybe three minutes is enough under this circumstance.
3 days and 3 minutes is not enough, but, sadly, the same was true under the original Goleta City Council. That is, unless you were a friend of that Council, in which case I timed speakers being allowed to go on for as long as 7 minutes.
I'm not saying that there should be no time limit, however, in this case, where there were three days to comb through 500+ pages and address concerns, three minutes might be a little short, for those that don't want to submit written comments.
Give me a break. This process has been an abuse- Seven years.
This thing has been studied and reviewed for more than seven years - this is the fourth hearing at the Goleta City Council in a year. This project was subjected to the General Plan process and ask for less than the Jack Team called for there.
The EIR overseen by Goleta Planners for five years concluded no issues.
This is the last and only spot for jobs and tax revenue for the city.
